The Ghana Education Service (GES) has officially started rolling out its newly approved Scheme of Service (SoS), introducing significant reforms to promotions, grading, career advancement and leadership structures for both teaching and non-teaching staff nationwide.
The implementation includes a comprehensive review of the grading system alongside a nationwide job evaluation exercise aimed at improving staff placement and career development.

To ensure fairness and transparency, the GES is working closely with the Public Services Commission (PSC), the Fair Wages and Salaries Commission (FWSC), and teacher unions such as the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Coalition of Concerned Teachers-Ghana (CCT-GH).
Why the New Scheme of Service Is Important
For many years, teachers and education workers have expressed concerns about slow promotions, bureaucratic delays and limited opportunities to move into senior positions.
Previously, promotion often depended on the availability of vacant management or administrative positions, leaving many qualified officers unable to progress despite meeting the necessary requirements.
The revised Scheme of Service seeks to eliminate these challenges by creating a transparent, merit-based system that allows career progression based on qualifications, experience, competence and performance rather than the availability of vacancies.

New GES Rank Structure
The updated Scheme of Service introduces a clearly defined hierarchy consisting of five career levels that provide a structured pathway from classroom teaching to executive leadership.

Separation of Rank from Duty Post
One of the most significant reforms under the new policy is the separation of an employee’s rank from their assigned duty post.

Under the previous system, officers could only be promoted when a corresponding administrative position became available. The new arrangement removes that restriction, allowing eligible staff to advance based on their qualifications, years of service, competencies and performance assessments, regardless of whether a management position is vacant.
This change is expected to benefit many Deputy Directors and senior education officers whose career progression has stalled under the previous framework.
More Promotion Opportunities for Senior Officers
As part of the initial phase of implementation, the GES has opened structured promotion opportunities for qualified Deputy Directors seeking advancement to the positions of Director II and Director I.
With senior leadership pathways now more accessible, education professionals are encouraged to strengthen their professional portfolios by keeping accurate records of their academic achievements, performance appraisals and promotion history.
Nationwide Job Evaluation Underway
To support the new grading structure, GES has begun a nationwide job evaluation exercise to determine appropriate staff placement under the revised system.
Both teaching and non-teaching personnel are required to submit certified copies of relevant career documents for verification.
The required documents include:
- Updated and approved Personal Record Form.
- Initial appointment letter and all subsequent promotion letters.
- Certified academic and professional certificates.
- A valid National Teaching Council (NTC) teaching licence for teachers.
